10. Recruit, Retain, and Generate Wealth

It has become popular among the intelligentsia to knock industrial recruitment. They have some good reasons: tax incentive bidding wars, footloose industries that come and go, etc. Still, enticing companies to locate in a community, if done right, can be very beneficial. Doing it right involves developing rather than simply growing, ensuring that the benefits outweigh the costs, getting jobs for local people and so on.

Recruitment, however, is not enough. In every community there are already businesses that, with some assistance, could keep from closing their doors, expand their workforce, increase their revenues and help improve the city. Neglecting them to go in search of outside companies is not only unfair, it is also more costly and senseless.

Economic Development Organizations are building upon communities’ strengths in order to compete and attract new businesses to their areas.   It takes more than available workers and square footage, it takes marketing and planning.
